That feature was removed long ago so that users were not a child of another user when spawning a new character.

What is the purpose of having a partner?

The partner increases compatibility if breeding with another species different from your own or with lower compatibility.

When can I do lewd things with the HUD? The HUD says I am too 'young'

You can still use the HUD; if you are looking to build compatibility with a different species, now is best time for your character. So if you want to be more compatible with another species, now is best time to build that.

Not of age to conceive

Just means you are not able to become pregnant at the current time, but you're still able to use the HUD and build compatibility.
